This is an automated cherry-pick of #9015

/assign barbacbd

** The addition of capg required the destroy process to clean up regional and global resources.
The search for regional Target TCP proxies are not needed as these resources were never
created by the installer. This fix only searches for global target tcp proxies, and it does not
require updates to the minimum permissions.
